Pursuant to Government Code section 11133, the Commission on Teacher Credentialing (Commission) will conduct the public portion of its meeting via Zoom webcast. Members of the Commission will not be present at the Commission office but will participate by teleconference from other locations throughout the state. The public may access the General Session of this meeting through the Zoom webcast. Individuals who do not have computer access, may participate by telephone via the US Toll-Free call-in numbers delineated below.

Public Comment Guidelines

Members of the public wishing to provide public comment during the discussion of an agenda item will be given the opportunity to speak during the public comment period. The Committee Chair will announce when the public comment period is open during the presentation of the agenda item and ask for anyone who wishes to comment to notify the meeting moderator as explained below.

Note: Only the last four digits of the caller’s phone number will be displayed to the public when the individual provides public comment.

Public comment may be limited to one-minute per speaker depending on the volume of speakers wishing to speak to a particular agenda item.

Written Comments Guidelines

The public is encouraged, but not required, to submit written comments to the Commission in advance for their prior consideration. In order to ensure Commission members have sufficient time to review all written comments, members of the public are asked, but not mandated, to submit written comments online no later than Tuesday at 5:00 pm the week of the meeting or by sending written comments to Commission on Teacher Credentialing, Attn: Executive Office, 1900 Capitol Avenue, Sacramento, CA 95811. If you have difficulties hand-mailing or submitting your comments online, please email the Commission at execoffice@ctc.ca.gov or call 1-866-866-8609. Individuals who are not able to submit written comments are welcome to make verbal public comment during the meeting (see above).

Action 3B: Proposed Teaching Performance Assessment Requirement for Teachers Earning More Than One Teaching Credential

This agenda item presents for the Commission’s discussion and potential adoption a requirement that teachers earning more than one teaching credential, simultaneously or over time, need to pass only a single teaching performance assessment (TPA) for the purpose of earning credentials. The application of this requirement for a range of teaching credentials is discussed in the item. This item also recommends an amendment to the action taken by the Commission in June 2021 that specifies which TPA should be taken by candidates pursuing dual credentials.

This agenda item provides information regarding the development of a literacy instruction performance assessment in response to SB 488 (Rubio) - Teacher credentialing: reading instruction (Chap. 678, Stats. 2021). Other requirements of the bill related to literacy instruction are also introduced.

This agenda item describes the standard setting process used to recommend preliminary passing scores for CSET: Dance and for CSET: Theatre and presents preliminary passing score standards for potential adoption by the Commission.

The Commission will also consider adverse actions, Petitions for Reinstatement, Decisions and Orders, Proposed Decisions, request for administrative hearing after default, and transcript reviews in discipline cases while in Closed Session pursuant to California Education Code sections 44245, 44246, 44248, and Government Code sections 11126, 11517, and 11520. The Commission will report out of Closed Session appropriately concerning any and all actions taken or determinations made therein.

This agenda item explores the need for and feasibility of requiring occupational therapists and physical therapists to hold a California credential in order to provide services in public schools. The item provides background on the role of occupational and physical therapists in California’s public schools, summarizes previous attempts by interest groups to create a credential, and discusses the pathways and potential impacts of establishing such a credential.

Information 3E: Update on the Work Relating to Early Childhood Education

This agenda item provides an update on work relating to early childhood education since the prior updates provided to the Commission in February 2021, August 2021, and September 2021. This work has focused on building multiple key pieces of infrastructure to support the transition of the preparation and licensure of the early childhood workforce to a competency-based system similar to that of all other credentials. The work spans federal and other grant-supported activities as well as interagency collaborative efforts to (a) grow, develop, and provide multiple pathways for the early childhood education workforce; (b) respond to the need for additional qualified and prepared early childhood education teachers created by recent state initiatives expanding access to state preschool and universal transitional kindergarten programs; and (c) continue to support state efforts aligned with the direction provided in Workforce Development Goal 2 of the state’s Master Plan for Early Learning and Care.
