The Commission on Teacher Credentialing (Commission) will conduct the public portion of its meeting at the Commission Office and via teleconference. The public may attend the General Session of the meeting at the address listed above or participate remotely through Zoom webcast or U.S. Toll-Free phone number.

Public Comment Guidelines

Members of the public wishing to provide public comment during the discussion of an agenda item will be given the opportunity to speak during the public comment period. The Committee Chair will announce when the public comment period is open during the presentation of the agenda item and ask for anyone who wishes to comment to notify the meeting moderator as explained below.

Note: Only a partial phone number will be displayed to the public when the individual provides public comment.

Public comment may be limited to one-minute per speaker depending on the volume of speakers wishing to speak to a particular agenda item.

Written Comments Guidelines

The public is encouraged, but not required, to submit written comments to the Commission in advance for their prior consideration. In order to ensure Commission members have sufficient time to review all written comments, members of the public are asked, but not mandated, to submit written comments online no later than Tuesday at 5:00 pm the week of the meeting or by sending written comments to Commission on Teacher Credentialing, Attn: Executive Office, 1900 Capitol Avenue, Sacramento, CA 95811. If you have difficulties hand-mailing or submitting your comments online, please email the Commission at execoffice@ctc.ca.gov or call 1-866-866-8609. Individuals who are not able to submit written comments are welcome to make verbal public comment during the meeting (see above).

These preconditions require revision in order to reflect the additional options for meeting subject matter competence in accordance with AB 130 (Chap. 44, Stats. 2021) and the associated regulations approved by the Commission at its June 2022 meeting and pending approval by the Office of Administrative Law.


Information/Action 2C: Senate Bill 488 – Update on the Development of Draft Literacy Standards and Teaching Performance Expectations

This agenda item presents for the Commission’s review draft Literacy Standards and Teaching Performance Expectations (TPEs). This item also presents an update on the work to implement Senate Bill (SB) 488 (Chap. 678, Stats. 2021). This work is responsive to the statutory mandates of SB 488 as well as other pertinent state documents. SB 488 requires the Commission to update its standards and TPEs for the preparation of teaching candidates in reading and literacy instruction, review teacher preparation programs progress in meeting updated standards, and develop a new literacy performance assessment to replace the current Reading Instruction Competence Assessment (RICA) by 2025.


Action 2D: Revisiting CalAPA Standard Setting Study Findings and Passing Score Recommendations

This agenda item provides (a) an update on the development and implementation of the California Administrator Performance Assessment (CalAPA); (b) foundational information about the standard setting process for Commission examinations and assessments with recommendations for revising the passing score standard for the CalAPA, including an implementation date for any changes made to the passing standard scores; (c) information and timeline describing how the Commission and its technical contractor Evaluation Systems group of Pearson (ES) will continue supporting Preliminary Administrative Services Credential (PASC) programs in the fifth year of operational administration, 2022-23.

For each examination, the purpose of the examination, its structure, the scoring process, the examination volume, the first-time passing rate, and the cumulative passing rate are discussed.
