All times are approximate and are provided for convenience only except time specific items identified herein (i.e. Public Hearing). The order of business within each day may be changed without notice. All items may be re-ordered to be heard on any day of the noticed meeting. Persons wishing to address the Commission on Teacher Credentialing on a subject to be considered at this meeting are asked to complete a Request Card and give it to the Recording Secretary prior to the discussion of the item.

Action 1A: Interview and Selection of Members for the Committee on Accreditation

This agenda item provides information about the finalists for open positions on the Committee on Accreditation (COA). After interviewing the finalists from institutions of higher education and K-12, the Ad Hoc Committee will select three new COA members to recommend to the Commission and may appoint additional individuals as alternates.

The Commission will consider approval of the minutes of the February 2014 meeting of the Commission.

Credentialing and Certificated Assignments Committee - April 10, 2014

Action 3A: Modifications to the Proposed Amendments to Title 5 of the California Code of Regulations Pertaining to Designated Subjects Special Subjects Teaching Credentials

This agenda item details modifications to the proposed amendments to 5 California Code of Regulations §80037 following action taken by the Commission at the public hearing. 


Professional Services Committee - April 10, 2014

Action 4A: Teacher Supply in California, 2012-2013 A Report to the Legislature

This agenda item is in response to Assembly Bill 471 (Chap. 381, Stats. 1999) which requires the Commission to report to the Governor and the Legislature each year on the number of teachers who received credentials, certificates, permits and waivers to teach in California public schools. In addition, information on teacher demand related to statewide and regional data will be presented by CalSTRS and WestEd.

Closed Session - April 10, 2014 at 11:30 AM

The Commission will go into Closed Session, pursuant to California Government Code section 11126(c)(1), to review secure test items for the assessment used by individuals using the expedited route to earn a Preliminary Administrative Services Credential. The secure test items are exempt from disclosure under Government Code section 6254(g).

Action 4B: Update on Assessments for Expedited Route Preliminary Administrative Services Credential Candidates

This agenda item presents an update on assessments for expedited route preliminary administrative services candidates, including activities that have occurred since the December 2013 Commission meeting, and requests Commission input and potential direction. 

Information/Action 4C: Update on Induction Programs

This agenda item continues the discussion on the availability of high quality Induction programs for teachers holding a Preliminary Credential and presents information and suggestions from a stakeholder meeting held in March 2014.

Information/Action 4D: Update on Plans to Strengthen and Streamline Accreditation

This agenda item presents for discussion an update on the plans to strengthen and streamline accreditation. In addition, it includes a focused discussion on the Program Assessment component of accreditation and a possible pilot for Commission consideration and direction. 

Information/Action 4E: Proposed Revisions to the Teaching Performance Expectations for Preliminary Education Specialist Teaching Credentials

This agenda item presents proposed revisions to the Teaching Performance Expectations (TPEs) for Preliminary Education Specialist Teaching Credentials for Commission review. The proposed Education Specialist TPEs were revised and updated to align with Common Core State Standards and with revisions to expectations for effective teaching of English learners. 


Closed Session - April 10, 2014

The Commission will go into Closed Session pursuant to California Government Code section 11126(e) to consider the following pending litigation matters: Carroll v. Commission on Teacher Credentialing (Sacramento Superior Court, 34-2012-00135527-CU-OE), and Garmhausen v. Commission on Teacher Credentialing (San Diego Superior Court 37-2012-00079145-CU-OE-SC).  The Commission will go into Closed Session pursuant to California Education Code sections 44245 and 44248 to consider adverse actions, petitions for reinstatement and requests for reconsideration in discipline cases.  The Commission will report out of Closed Session appropriately concerning any and all actions taken or determinations made therein.

Information/Action 5A: Options for Program Review Revenue

This agenda item provides an overview of the Administration's 2014 Budget Act proposal to provide the Commission authority to charge fees to cover program review activities and presents and analyzes various options for implementing a program review fee policy.

Staff will present the status of those legislative measures on which the Commission has adopted a position and those of interest to the Commission. 

Action 6B: Analyses of Bills

Staff will present analyses of educator preparation or licensing bills introduced by Legislators. The analyses will summarize current law, describe the bill provisions, estimate costs and recommend amendments, if applicable. The analyses will include but not be limited to AB 2560 (Bonilla).
