All items may be re-ordered to be heard on any day of the noticed meeting. Persons wishing to address the Commission on Teacher Credentialing on a subject to be considered at this meeting are asked to complete a Request Card and give it to the Recording Secretary prior to the discussion of the item.

Educator Preparation Committee - February 9, 2017

Information 2A: Update on the Review of the Child Development Permit

This agenda item presents a summary of the work of the Commission's Child Development Permit Advisory Panel (CDP AP) to review the Child Development Permit Matrix, pursuant to the directive to do this work included in the Budget Act of 2015. The item discusses the panel's recommendations for strengthening the permit, draft Performance Expectations for the Teacher level of the Permit, and draft Program Guidelines for preparers of the early care and education workforce. In addition, the item reports on input received from a field review of the panel's recommendations.

Action 2B: Proposed Revisions to the Preconditions for Subject Matter Proficiency Requirements Applicable to Candidates in Undergraduate Integrated Teacher Preparation Programs

This agenda item presents proposed revisions to the Preconditions for Preliminary Multiple Subject, Single Subject, and Education Specialist programs for Subject Matter proficiency requirements applicable to candidates in integrated undergraduate teacher preparation programs.

Action 2C: Initial Institutional Approval: Potential Revisions to the Criteria and Process

This agenda item presents for consideration and potential action revisions to the Initial Institutional Approval process adopted in February 2016.


Closed Session - February 9, 2017

The Commission will go into Closed Session pursuant to California Government Code section 11126(e), to consider the following pending litigation: Carroll v. Commission on Teacher Credentialing (Sacramento Superior Court, 34-2012-00135527-CU-OE); Luis Osollo v. Linda Darling-Hammond, et al (United States District Court Central District of California, CV-16-03045-SJO (AS));and Jack Poster v. Rialto Unified School District, California Commission on Teacher Credentialing, et al (United States District Court Central District of California, CV16-01839 AB). The Commission will also consider adverse actions, petitions for reinstatement and requests for reconsideration in discipline cases while in Closed Session pursuant to California Education Code sections 44245, 44248, and Government Code section 11126(e). The Commission will report out of Closed Session appropriately concerning any and all actions taken or determinations made therein.

Educator Preparation Committee - February 10, 2017

Information/Action 2D: Dual Certification for Single Subject and Designated Subjects Career Technical Education Teaching Credentials

This study session reviews California's history of credentialing CTE teachers and identifies current issues impacting the supply of CTE teachers. It also presents recommendations from a CTE workgroup intended to address the shortage of CTE teachers and increase opportunities for students to participate in experiential and work-based learning.
