Educator Preparation Committee - August 1, 2019

Action 2A: Proposed Adoption of the Passing Score Standard for the California Administrator Performance Assessment This agenda item provides (a) foundational information about the standard setting process for Commission examinations and assessments and (b) recommendations for the passing score standard for the California Administrator Performance Assessment (CalAPA).
Information/Action 2B: Discussion of Implementation Issues Relating to Clinical Practice for Preliminary Multiple Subject and Single Subject Credential Programs This agenda item presents for the Commission’s discussion a number of complex issues and questions about clinical practice that have been identified during the first three years of implementing the 2016 program standards.
Information 2C: Annual Report on Passing Rates of Commission-Approved Examinations from 2013-14 to 2017-18 This agenda item reports the passing rates of Commission-approved examinations. For each examination, the purpose of the examination, its structure, the scoring process, the examination volume, the first-time passing rate, and the cumulative passing rate are discussed. When available, the passing rate by demographic data is also discussed.
Information 2D: Update on the Integrated Undergraduate Teacher Preparation Program Grants This agenda item presents an update on the 2016-17 state-funded Integrated Undergraduate Teacher Preparation Program Grants administered by the Commission on Teacher Credentialing.
Closed Session - August 1, 2019
The Commission will go into Closed Session pursuant to California Government Code section 11126, to consider the pending litigation in The Matter of an Appeal before The State Personnel Board ( Case no. 19-1012 ). The Commission will also consider adverse actions, Petitions for Reinstatement, Decisions and Orders, Proposed Decisions, and transcript reviews in discipline cases while in Closed Session pursuant to California Education Code sections 44245, 44248, and Government Code section 11126. The Commission will report out of Closed Session appropriately concerning any and all actions taken or determinations made therein.
