With the way the world is today it is really important to Fact Check information posted. The information posted on this Item is not accurate and misleading. Moreover, the implications of leaving out Child Development/Early Childhood Education programs from the multiple subjects credential as meeting subject matter is very detrimental to children and families in this state. I truly hope that you the Commissioners have read the Vanderbilt Study on Voluntary Universal Preschool programs in Tennessee and the detrimental outcomes from this longitudinal research.
As a faculty member in the Early Childhood Studies Program at California State Polytechnic University, Pomona, I can tell you that the information presented in the Appendix as representing our teaching option is incorrect and missing important coursework. In fact, our program has 5 teaching options: Teaching, Multilingual Teaching, and an ADT transfer degree from a Teacher Preparation Community college to prepare for the PK-3 Credential teaching, and 2 Special Education Integrated Teaching options (See 2022-2023 Catalog). https://catalog.cpp.edu/content.php?catoid=61&navoid=4883

As noted above, Cal Poly Pomona has 2 integrated teaching options in Special Education and with this 3I item we cannot offer an integrated teaching option for the MS credential. Why is that? Our program spans ages 0-8 years and has 2 Practicum or student teaching experiences, 2 observation and assessment classes and 8 curriculum courses that actually teach our students or candidates the pedagogical skills to be able to teach children. Please, where are these things in a Liberal Studies or Liberal Arts program? Mastery of subject matter does not mean you can TEACH it. Students/candidates in our program are much better prepared teachers since they are trained in curriculum, assessment, curriculum planning, and building relationships with children and families.
Item 3I is creating teachers unprepared to teach our youngest learners that obtain a MS credential through Liberal Studies or Liberal Arts program. If the Multiple Subjects Credential is going to remain an option for teaching PK-3rd in addition to the PK-3 ECE Specialist credential then Child Development/ Early Childhood Education Programs MUST meet the subject matter requirement. To be clear, 24 units of lower division, Community College child development or early childhood education is not enough or appropriate to give teachers the developmental knowledge or pedagogical skills that the breadth and depth of upper division courses would give. The ideal here would be to sunset the 24 units once the PK-3 Credential is implemented in universities. If the MS Credential is to remain an option for the PK-3 grades I suggest creating a PK-3 CSET exam for those holder to have to pass if they are not enrolled in a Child Development/Early Childhood Education undergraduate program.
Finally, with this idea that certain majors do not have to take the CSET exam for the subject matter requirement, how will CTC ensure that Liberal Studies and Liberal Arts Programs are keeping up with eh subject matter requirements. We have already hear that several Liberal Studies Programs are considering removing mathematics from their programs since students have a hard time passing these courses. Again, taking Algebra does not mean you can teach it. We on the other hand, have 2 Math/STEAM courses that are curriculum based and give our students the competencies to be able to teach to children/students in their classroom experiences.
