We appreciate the work of staff and CTC to incorporate stakeholder feedback and appreciate that much of our input has been incorporated within the proposed Literacy Program Standards and TPEs. The development of the Literacy Performance Assessment (LPA) will be critical to ensuring that educators are well-prepared. It is for this reason that we ask that the design team that will work on the LPAs include individuals with expertise and experience in teaching reading to dual language learners and English learners (ELs).
We continue to support literacy instruction that is comprehensive, integrated, and emphasizes all five of the language themes of the English Language Arts/English Language Development Framework: foundational skills, meaning making, language development, effective expression, and content knowledge.
