As a director of teacher induction in the state of California, I have several concerns with the possibility of teachers not having to complete the TPA due ot COVID-19 pandemic.
*This possible allowance contradicts previous information and discounts all that has been shared with new teachers
“Rewards” those who held off hoping TPA’s would go away and/or those who truly weren’t impacted by COVID restrictions that benefited from the EO (i.e. intern extensions prior to pandemic).
*Induction is not a evaluative program having the TPA requirement met by “completion of a Commission-approved induction program” is a concern.

*Equity with teachers after or before. TPA is a challenge to many new teachers, in particular interns, some of whom have completed their degree but cannot be recommended for a preliminary credential because they cannot pass the test. This feels like we are doing for some but not all
*To pass TPA there is an external determiner of proficiency that is common across all teachers, Induction programs do not have that same commonality in their ILPs and per CTC we are intentionally not to have that same uniformity.
*Induction programs vary in their ability/capacity to offer the equivalency of TPA passing. Some have TPA trained, full-time release induction mentors who can provide the in-class support/feedback that teachers need to demonstrate what is expected for the TPA’s while others do not.
*How will preliminary programs be held accountable for recommendations without TPA passing scores? This was a problem when previous EO expired. Testing centers were open yet teachers were provided an EO through their IHE in some cases
*If the TPA EO is possibly being reconsidered, what about those that are on an EO for RICA? CalAPA? others....
I truly feel this move would open "pandora's box" with many uninteded consequences.
